A Time-Sensitive, Budget-Conscious Refurbishment
Originally condemned in 2020 due to non-compliant electrics, a leaking roof, and outdated facilities, Old Terrace required urgent attention. In November 2022, Cliftons Projects was appointed as Client Representative to develop and oversee a strategic refurbishment within strict constraints.
The expressed brief was to carry out a refresh of the buildings within a 10-month period from design commencement to completion while working within a limited budget. Additionally, the works were only required to extend the buildings’ usability for 5–8 years, after which they are planned for demolition. This required a careful balance between cost efficiency, compliance, and functionality, ensuring all refurbishments delivered short-term value without excessive long-term investment.
Delivering a Fast-Track Programme
With a fixed deadline to accommodate students for the new academic year, every stage of the project demanded careful coordination and accelerated decision-making. To meet the tight programme, we implemented:
Rapid consultant appointments to define the scope and move forward efficiently.
A two-stage negotiated tender under a PCSA (Pre-Construction Services Agreement)
Early enabling works during the PCSA period to reduce time on site
Following a successful contractor appointment, the main works commenced in April 2023 under a traditional form of contract. Despite tight deadlines, the project was successfully completed in August 2023, ensuring students could move into upgraded accommodation in time for the new term. The project had an estimated construction value of £2.3m.
Scope of Works – Practical, Cost-Effective Upgrades
To achieve the temporary extension of the buildings' lifespan while remaining budget-conscious, the refurbishment focused on essential upgrades that balanced compliance, safety, and user experience:
Soft strip works, including asbestos removal ensuring a safe and compliant starting point.
New kitchens, improving communal living spaces with a fresh, functional design.
Refurbished bathrooms, enhancing hygiene and usability.
New flooring throughout, replacing outdated and worn finishes.
Full redecoration, revitalising interiors with a clean, fresh aesthetic.
Upgraded small power, lighting, and fire alarm systems, ensuring compliance with modern safety standards.
Reusing the existing domestic heating system, maintaining efficiency while keeping costs down
